Greenhouse Gas Emissions Monitoring

There is now an on-going obligation on councils to report emissions from their own operational activities under new arrangements similar to the now withdrawn NI185 performance indicator.

USEA can provide a service to compile energy use and emissions data and prepare the report as required under the new GHG monitoring arrangements. A client council will need to supply USEA with annual consumption data expressed in agreed units. If councils have continued to monitor energy and fuel use this data should be readily available.  Otherwise an estimate of activity will be required, USEA can help with this.

USEA would be pleased to provide further services in relation to identifying, implementing and monitoring the effects of actions taken towards achieving carbon reduction objectives.

THE NEW GHG MONITORING METHODOLOGY

This new greenhouse gas monitoring methodology gives some flexibility with regard to what aspects of operation a council can report on and the format of the report, but does require councils to follow a prescribed method for the actual calculation of emissions. This new method is consistent with international greenhouse gas monitoring standards and the CRC in that it categorises emissions according to where the emissions took place and whether they were either directly or indirectly emitted.


Another change is that the emissions will not simply be reported in terms of CO2 but in terms of the main gases that makes up the principal greenhouse gas emissions mix. The suggested report format is simple, however the underlying analysis of data is more complex than that used for NI185 as the main greenhouse gases must be expressed as carbon equivalent. The report should be posted on the council website and also sent to DECC along with some additional data to qualify the information in the report.

USEA SERVICE

USEA can provide a service to compile energy use and emissions data and prepare the report as required under the new GHG monitoring arrangements. A draft report will be prepared before mid July every year using data provided by the council. The report produced by USEA then needs to be posted on the council website and sent to DECC.
