West Oxfordshire District Council places a high degree of importance on reducing greenhouse gas emissions. Key to this is regular high quality reporting of emissions so the council can carefully manage actions designed to reduce energy consumption.
USEA have been producing regular monthly reports on utilities consumption and related emissions for the council since 2008. More recently we have produced the council’s annual greenhouse gas emissions report as required by DECC and a series of interim reports looking exclusively at the performance of the council’s leisure centres, these are presented by USEA at meetings with the council and its leisure services provider.
USEA and the council have put in place a comprehensive system for collecting data, much of which is automated and collected directly by USEA. As well as reporting headline figures, there is also an emphasis on picking up energy use issues thrown up by the analysis. A recent example being abnormal gas consumption traced back to a CHP unit in a leisure centre.
The council has managed to achieve a 15.5% reduction in greenhouse gas emissions since 2009 and a 35% reduction in leisure centre water use in the last 2 years. Having good quality data to justify on-going investment in energy saving measures is key the council’s continued efforts to meet its targets.
